Below are the list of countries and special entities for Visa Exemption Arrangement in BALI Facility in alphabetical order: Brunei Darussalam, Cambodia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Please note that VOA and Visa Exemption Facility are only available in Ngurah Rai International Airport.  

1. Visit Visa Exemption or Visa on Arrival for Leisure Purpose can be issued accordingly with the following requirements:
  • Passport (diplomatic/official/ordinary) that is valid for a minimum of 6 (six) months,
  • A return ticket or a pass to continue the trip to another country,
  • Proof of payment of PNBP Visa on Arrival of 500,000 IDR (in the case of applying for a
  • Visa on Arrival for Leisure Purpose), and
  • Proof of ownership of health insurance which includes financing for handling COVID-19 and medical evacuation to a referral hospital.
2. The entry stamp on the granting of a Visit Visa Exemption or Visa on Arrival for Leisure Purpose will be valid as a Visit Stay Permit with the certain period, as follows:
Visit Visa Exemption: maximum 30 days and cannot be extended.

Visa on Arrival: maximum of 30 days and can be extended once for another 30 days at the Immigration Office in the area where the foreign national lives. 

3. Visit Visa Exemption or Visa on Arrival for Leisure Purpose can also be granted for foreign nationals on official visit or government duties to attend international events, for which shall be applied additional requirement: to enclose an invitation letter issued by the Indonesian government to attend the international conferences/trials/meetings.
4. The provision of Visit Visa Exemption or Visa on Arrival for Leisure Purpose as stipulated above applies to holders of diplomatic passports, service passports, or ordinary/general passports.

07 MAR ~ Visa on Arrival and Quarantine in INDONESIA

Press Release: Foreigners from 23 Countries are Eligible for Visa on Arrival for Tourism

Jakarta: The Directorate General of Immigration (DGI) of the Ministry of Law and Human Rights of the Republic of Indonesia has issued regulations for the commencement of Visa on Arrival (VoA) for Tourism for 23 countries. The regulation comes into effect on Monday (07/03/2022).

Visa on Arrival/VOA) Khusus Wisata bagi 23 negara. Aturan ini mulai berlaku Senin, (07/03/2022) dan hanya diterapkan bagi wisatawan asing yang akan berkunjung ke Bali.

"There are 23 countries eligible to apply for VoA for Tourism. Foreign nationals can apply for VoA for Tourism after arriving only through immigration control at Bali's international airport and seaport. However, foreigners holding VoA for Tourism can leave Indonesia through any immigration control, not necessarily in Bali," said Sub-Coordinator of Public Relations of the DGI, Achmad Nur Saleh.

Countries whose citizens can enter Indonesia through Bali using a Visa on Arrival for Tourism are:

1. Australia
2. the United States of America
3. the Netherland
4. Brunei Darussalam
5. the Philippines
6. the United Kingdom
7. Italy
8. Japan
9. Germany
10. Cambodia
11. Canada
12. South Korea
13. Laos
14. Malaysia
15. Myanmar
16. France
17. Qatar
18. New Zealand
19. Singapore
20. Thailand

"Foreigners must present all requirements for a VoA for Tourism at the immigration counter such as a passport valid for at least 6 (six) months, a return ticket or a connecting ticket to continue traveling to another country, and other documents required under the provisions from the Covid-19 Taskforce," he continued.

The Non-Tax State Revenue or fee for VoA for Tourism, according to the Attachment of Government Regulation No. 28 of 2019, is Rp. 500,000.

"Stay Permits originating from VoA for Tourism are Visitor Stay Permits which are granted for a maximum period of 30 days and can be extended 1 (one) time. The extension is granted for 30 days and is carried out at the nearest immigration office to the location where the foreigner lives while in Indonesia. A Visitor Stay Permit from VoA for Tourism cannot be changed into another type of visa/stay permit," concluded Achmad.

He also requested that foreigners and tourism industry players cooperate with immigration officials. The owner or manager of hotels is obliged to provide information or data regarding foreigners staying overnight to facilitate the supervision of foreigners.

"Foreigners whose activities violate VoA for Tourism will be subject to immigration sanctions. Likewise, if they are confirmed to have disregarded health protocols and disrupt public order, they will be subject to sanctions under applicable laws and regulations," said Achmad.

National COVID-19 Task Force Circular Note No. 13/2022. 

In order to monitor, control, and evaluate for preventing an increase in the transmission of COVID-19 including the new and future variants of SARS-Cov-2, the Government of Indonesia has implemented a policy to enter Indonesia.

All international travelers (foreign national) who will enter the territory of the Republic of Indonesia shall make readjustments with regards to their travel documents, to ensure compliance with the provisions regarding categories of foreign nationals allowed to enter Indonesia, which includes vaccination certificates, PCR test provisions, and quarantine duration.

Effective on 12 January 2022, the Government of the Republic of Indonesia has re-opened Indonesia for international tourists.  Please see “Visa to Enter Indonesia" for more information. 

Foreign travelers must show a negative RT-PCR test result in the country or region of origin which samples were taken within a maximum period of 2 x 24 hours before the departure time. 

All international travelers (Indonesian citizen and Foreign citizen) are required to quarantine with the following categories:

  1. ​Quarantine period 1 x 24 hours for those who have received second and third dose of vaccination.
  2. Quarantine period 7 x 24 hours for those who have received the first dose of vaccination.
  3. Quarantine period for minor under 18 years or required exceptional protection is followed the provisions of the parents/legal guardians/travel companions. ​

Foreign travelers who enter Indonesia through Batam, Bintan and Bali are required to carry out RT-PCR on the third day after arrival.  With a negative result, foreign travelers could continue the activities while still implementing strict health protocols.

Foreign travelers who enter Indonesia through Batam, Bintan and Bali could leave for other destinations, with the following requirements:

  1. A negative RT-PCR test result;
  2. For foreign travelers who enter travel to Bali should be staying within minimum period of four days;
  3. Comply with health protocols and requirements for foreign travelers in the destination country/region;

Comply with health protocols and domestic travel requirements for foreign travelers in the destination area/region.

Visa to Enter Indonesia

The following foreign travelers may enter Indonesia under the new regulations:

  1. Diplomatic and Official visa holders (to apply, click here );​
  2. Diplomatic and Official stay permit;
  3. Holders of Indonesia Temporary Residence Card (KITAS) and Indonesia Permanent Residence Card (KITAP). Visit https://izintinggal-online.imigrasi.go.id/ for more information;
  4. Visitor visas, including but not limited to:
  5. ​a. ​​​211 A Visa;

    ​​​This visa includes tourist, emergency, business, film, medical visit, official visit, yachters and G20 or the 144th International Parliamentary Union (IPU) meetings.

    b. ​211B Visa;

    This visa includes foreign workers in probation.

  6. Limited stay visa, including but not limited to:
    • C312 Visa (work visa);
    • C313 Visa(1-year foreign investment projects in Indonesia);
    • C314 Visa (2-year foreign investment projects in Indonesia);
    • C316 Visa (educational visits);
    • C317 Visa (family reunification)​

  7. All non-immigrant crew members or cabin crews arriving any vessel or aircraft from any port or place outside Indonesia.
  8. Traditional Border Crossing pass/card holder.
  9. Under the bilateral agreement (Travel Corridor Arrangements).
  10. Granted a legal permission from the Ministry/Agency.

Dispensation in the form of exemption from quarantine obligations provided that a bubble system and strict health protocols are implemented can be granted to foreigners with the following criteria:

  1. Diplomatic and Official visa holders.
  2. Foreign officials at the Ministerial level and above as well as the delegates of official/state visit.
  3. Travelers under the Travel Corridor Arrangement (TCA).
  4. Delegates of G20 member countries.
  5. Travelers who are honorable persons and distinguished persons.

To apply for visitor and limited-stay visas, visit https://visa-online.imigrasi.go.id/. International travelers who wish to apply for those visas will be required to have a local guarantor/sponsor to sponsor their visit to Indonesia.

Foreign nationals with the purpose of leisure travel can enter the territory of the Republic of Indonesia with the following conditions:

  1. Through the airport entrance in Bali or the port of Riau Islands;
  2. Having received a COVID-19 vaccine;
  3. A negative RT-PCR test result;
  4. A short-visit visa or other entry permit;
  5. Proof of ownership of health insurance with a minimum coverage value of USD25.000 which includes financing for handling COVID-19;
  6. Proof of booking confirmation and payment for accommodation while in Indonesia.


PCR Test Requirement (Updated)

To enter Indonesia, foreign travelers must show a negative RT-PCR test result in the country or region of origin which samples were taken within a maximum period of 2 x 24 hours before the departure time.

COVID-19 Testing Centers

The Indonesian Consulate does not have designated testing centers. Also see https://www.flylax.com/travelsafely for information on a testing clinic at Terminals 2, 6 and Tom Bradley International Airport of Los Angeles International Airport (LAX) that provide testing certificates within 24 hours.

 

COVID-19 Vaccination Card (COVAX)

Effective on July 6, 2021, the Government of Indonesia required all exempted international travelers to present COVID-19 Vaccination Record Card in digital or hard copy upon check-in and arrival in Indonesia until further notice. The Government recognizes the following vaccinations, including but not limited to two-doses of Pfizer or Moderna or Sinovac, AstraZeneca and Sinopharm and single-dose of Johnson & Johnson. The card/certificate will be accepted either in English or English-other foreign language.

The Government exempted the following international travelers from COVID-19 vaccination record card requirement:

  1. Diplomatic and service/official visa holders who are with an official ministerial-to-presidential level delegation to Indonesia by upholding principles of reciprocity and implementing strict health protocols;
  2. Foreign nationals entering Indonesia under the TCA by upholding principles of reciprocity and implementing strict health protocols;
  3. Individuals under the age of 18 years old;
  4. Some individuals who may have medical reasons which prevent them from getting a COVID-19 vaccine. These individuals are advised to provide a memo from a public hospital in their respective country prior to check-in and upon arrival in Indonesia.

The following foreign nationals will get vaccinated in Indonesia provided that these individuals have not gotten a COVID-19 vaccine in their respective country:

  1. Children aged 12 – 17 years old.
  2. Diplomatic/service/official stay permit holders;
  3. KITAS and KITAP holders.

​The above foreign nationals will get their first COVID-19 shot at their quarantine hotel provided that their second COVID-19/PCR test resulted negative.

Foreign nationals who are already in Indonesia prior to the implementation of the new Order of July 6, 2021, and wish to travel domestically, are required to be vaccinated (first shot) through the Indonesian government-initiated vaccination program (Sinopharm vaccination) in accordance with the laws and regulations that will be announced accordingly. ​


COVID-19 Vaccination Registration (Updated)

The Government of Indonesia will require international travelers who have received COVID-19 vaccination overseas to register their COVID-19 vaccination here. The registration will allow you to dine-in or enter public premises and travel with public transport (inter or intra islands) in Indonesia.

The verification email will normally be sent out between 3 – 10 business days. Please expect delays as the central server in Jakarta, Indonesia has received large volume of registration requests recently. All international travelers may still be able to enter Indonesia without the COVID-19 registration.

If you are Indonesian citizen and have gotten the full COVID-19 vaccination overseas, the vaccination record will be verified by the Indonesian Ministry of Health. Please provide your NIK (Nomor Induk Kependudukan) upon the registration.

If you are foreign citizen, you will have to input your Passport information to the website. The COVAX record will be verified by respective embassy in Jakarta. Please consult with your respective Embassy for more information.

Upon receipt the verification email, please download “Peduli Lindungi" application on your Apple Store or Google Play. Upon logged-in, go to “Vaccine Certificate" and click “Claim Now". Follow the instructions to claim your vaccination certificate. The certificate will have a unique barcode in it. The barcode is required upon entry public establishments or facilities in Indonesia.


Electronic Health Alert Certificate (e-HAC)

All international travelers are required to complete e-HAC before travel. Please download “Peduli Lindungi" app in your Apple Store or Android Play to complete the e-HAC. You will get a unique barcode at the end of the process and will have to show it upon check-in and arrival.

If you are traveling with family, you are only required to create one account. For example, if a parent is travelling with his/her children, the parent is required to put his/her dependent information under his/her name.

Entry Point

The Government of Indonesia is designated the following entry points for Indonesian citizen and Foreign citizen who travelling internationally, namely Riau Islands (Hang Nadim and Raja Haji Fisabilillah), Jakarta (Soekarno Hatta International Airport), Surabaya, East Java (Juanda International Airport), Denpasar, Bali (Ngurah Rai International Airport), Lombok, West Nusa Tenggara (Zainuddin Abdul Madjid) and Manado, North Sulawesi (Sam Ratulangi International Airport).

All international travelers (Indonesian citizen and Foreign citizen) are required to carry out a second RT-PCR test with the following conditions:

  1. On the sixth day, for travelers who quarantine 7 x 24 hour;
  2. On third day after arrival in Indonesia, for travelers who quarantine 1 x 24 hour. 

Non-Head of Foreign Missions and/or International Organizations are allowed to quarantine at centralized health monitoring at their own expense.

 

Quarantine Information

The request for a dispensation regarding quarantine must be submitted with at least 7 x 24 hours notification prior to arrival, by sending a Note Verbale with completed supporting documents.  The Ministry shall afterwards make specific considerations regarding the submitted request.

All international travelers are responsible for all expenses during the quarantine, including the COVID-19/PCR tests. Please see “COVID-19/PCR Tests during the Quarantine" below for more information.


COVID-19/PCR Tests during the Quarantine

RT-PCR re-examination must be carried out two times on foreign travelers who have entered the territory of the Republic of Indonesia. The first test will be taken upon arrival and while the second will be taken before the quarantine period ends. The healthcare provider will come to your hotel to collect the sample. Those will be on the traveler's expense. Please consult with the hotel marking department for the test arrangements and fees.

If you are tested positive, you will be referred to designated Indonesian hospital/health facility conducted by the Indonesian Government at your own expense.​


​Domestic (Inter and Intra Islands) Travel Protocols

Effective on July 3, 2021, all domestic travelers must follow the following protocols:

a) Domestic Travelers From and To Java and Bali Islands

All long-distance travelers to and from Java and Bali using all modes of transport are required to show the vaccination card report (first dose is acceptable) and a certificate of negative RT-PCR test or rapid antigen test.

Travelers using air transportation who fly between airports on the island of Java and Bali, including flights from or to Java and Bali are required to present vaccination record (first dose is acceptable) and negative RT-PCR test which was obtained within 48 hours and fill-up e-HAC (Electronic Health Alert Certificate) prior to travel.

b) Domestic Travelers Outside Java-to-and-from-Bali Corridor

All domestic travelers are required to present COVID-19 vaccination record (first dose is acceptable) and negative RT-PCR test which obtained within 48 hours prior departure or negative rapid antigen test 24-hour prior departure. All Travelers also required to fill-up e-HAC (Electronic Health Alert Certificate) prior to travel.

c) Travelers (Drivers and Assistant Drivers) with Land Transportation Using Goods and Logistics Vehicles

All domestic travelers are required to present negative RT-PCR test which obtained within 48 hours prior departure or negative rapid antigen test 24-hour prior departure.

d) For routine travelers whose using land transport within urban agglomeration area, they are not required to present vaccination card and RT-PCR or rapid antigen test result.

e) All domestic travelers who are to choose travel by air and sea are required to fill-up Indonesian e-HAC (Electronic Health Alert Certificate) prior to travel. However, all domestic travelers who are to choose travel by land are encourage to fill-up Indonesian e-HAC (Electronic Health Alert Certificate) prior to travel.

f) All travelers who are not vaccinated due to health condition proven by a medical memo are required to present negative RT-PCR test which obtained within 48 hours prior departure or negative rapid antigen test 24-hour prior departure.

g) If the result of the RT-PCR/rapid antigen shows negative, while the travelers presents mild symptoms of COVID-19, they may not continue the trip.


Foreign Nationals Travel Protocol Intending to Leave Indonesia

For foreign nationals who have not gotten a COVID-19 shot and wish to leave Indonesia via a domestic connecting flight, they will be exempted from COVID-19 vaccination card requirement provided that they have a special transit clearance from the local Port Health Office/Authority. Having the clearance, all foreign travelers shall not leave the airport during transit.

To have the clearance, all foreign travelers shall provide valid passport and itinerary and present them to the port authorities upon check-in.
