Online registration for the DV 2015 Program will begin on Tuesday, October 1, 2013 at 12:00 noon, Eastern Daylight Time (EDT) (GMT-4), and conclude on Saturday, November 2, 2013 at 12:00 noon, Eastern Daylight Time (EDT) (GMT-4). 

 Download the PDF Instruction from this website and read the requirement carefully. 

It is FREE to apply directly to the DV Lottery Program.

If you are selected, you will have to pay for the Visa to come to USA later and it will be payable to the USA Embassy or Consulate in your country :

You may apply if you are qualified. 
To submit your DV 2015 Lottery entry, go to: www.DVLottery.state.gov

If you have applied for the DV 2014 Lottery, you need to check your confirmation on the website to see if you're selected or not. Without checking you will not know that you won/selected. Keep checking for your the DV2014 entry until SEPTEMBER 2014
